	The comment names a message with no encoding header as one case, but only a header naming an unknown charset was tested. Without a header the text is taken as UTF-8 and never converted, so only the clean-up stands between its stray bytes and the page.

	The bars were cells spanning up to 1000 columns of a nested table, which kept them free of inline styles under a strict CSP but broke the HTML table model, 18 errors on a commit page, and left Firefox's longest bar short of the full width. An SVG canvas sized by its attributes is just as safe under a CSP, validates, and draws every bar exactly to scale.

	A commit whose encoding header names something iconv cannot convert, or whose text is labelled UTF-8 without being it, reached a page declared UTF-8 with its bytes untouched. The atom feed already replaced them, so its UTF-8 reader moves to shared.c and every ident, subject, message and tag text passes through it.
